China Tax Data Signals Stronger Compliance and Market Access for Foreign Founders

New official tax figures show higher compliance rates, fewer local tax loopholes and smoother cross-province operations for foreign founders building a China presence.

What the Latest Official Tax Briefing Means for Foreign Founders

A State Council Information Office press conference on 28 July 2026 presented tax data covering the first half of the year, with the State Taxation Administration leadership describing the direction of tax reform and administration. For founders registering or running a company in China, the numbers point to a more standardized environment: compliance is being measured more closely, local investment incentives are being scrutinized, and cross-province administration is getting simpler.

More Active Businesses, More Foreign-Funded Taxpayers

Official figures show the number of active business entities that have handled tax matters and operate normally rose 20.2% year on year in January–June. The number of entities filing taxable returns increased 10%.

For foreign founders, two data points stand out. The number of foreign-invested tax-registered business entities grew 10.9%, and total declared profits by foreign-invested enterprises rose 4.5%. Export tax refunds processed by tax authorities increased 7.7%. These figures suggest that foreign investment and export activity remain resilient, even as administration tightens.

High-Tech and Digital Sectors Growing Faster Than the Average

Sales revenue of high-tech industries increased 15% year on year, and core digital economy industries rose 8.7%. Their shares of total enterprise sales revenue rose 1.7 and 1.1 percentage points, respectively. Profits of high-tech manufacturing enterprises grew 29.2%, while digital product services enterprises saw profit growth of 64.4%.

Founders choosing a sector for a China entity may find these growth rates relevant when weighing where demand and policy attention are concentrated.

Tax Revenue and the Broader Economy

In the first half of 2026, tax authorities collected 16.7 trillion yuan in taxes and fees. Tax revenue exceeded 10 trillion yuan, up 4.9% year on year, excluding customs-collected import VAT, consumption tax, tariffs and tonnage tax, and before deducting export refunds. Social insurance fee revenue reached 4.5 trillion yuan, and non-tax revenue reached 1.8 trillion yuan.

Officials attributed the tax revenue growth to generally stable economic performance, a continued recovery in producer prices, and strong momentum in some emerging and key industries.

Fewer Local Tax Loopholes and Easier Cross-Province Moves

A major theme of the briefing was the national unified market. Tax authorities reported that 833 local documents or agreement clauses on investment incentives that violated rules were repealed or amended, following similar work in the previous two years. Nearly 160,000 enterprises that had registered outside their actual place of operation, in some cases to obtain irregular awards or subsidies, moved back. Their tax payments in the first half of 2026 rose 16% year on year after relocation.

For foreign founders, this is a warning against relying on informal local promises of tax rebates. Such arrangements are being targeted, and the tax authority has published positive and negative lists for compliant invoicing: 16 items setting a standard for compliant invoicing and 28 items marking red lines for irregular invoicing.

Cross-Region Procedures Are Getting Faster

Cross-region tax matters handled nationwide reached 1.04 million transactions in January–June, up 59% year on year. Some 24,000 taxpayers completed cross-province relocation. The average processing time for cross-region tax business was cut by 5 to 10 days, and qualifying cases can be completed the same day. Cross-province electronic tax payments exceeded 130 billion yuan, up 39%.

Interprovincial trade sales accounted for 41.3% of total sales, 0.6 percentage points higher than a year earlier. A company that expands beyond its first registration location should find these procedures less burdensome than in the past.

Compliance Is Improving and Being Measured

In June 2026, the self-declaration rate of enterprise taxpayers during the filing period reached 98.5%, 4.5 percentage points higher than at the start of the year. The 2026 tax payment credit evaluation counted more than 47 million creditworthy business entities, up 8.6% year on year. Grade-A taxpayers reached 7.88 million, with their share rising nearly 7 percentage points.

Tax authorities linked this to a “foundation-strengthening” program in tax and fee collection management that emphasizes compliance management. For foreign founders, timely and accurate filing is clearly part of the operating baseline.

What Else the Data Shows

Practical Takeaways for Founders

The briefing points to a tax administration that is more data-driven and more uniform across regions. Founders should expect closer scrutiny of invoicing, registration location and reliance on local incentives. At the same time, cross-province registration, filing and payment are becoming less fragmented. The tax authority also said it is seeking public comment on a 2026 version of national tax administrative penalty discretion standards, with a list of minor violations not subject to penalties, aiming to reduce differences in how similar cases are treated across regions.

The broader “15th Five-Year Plan” period goals mentioned at the briefing include advancing law-based tax administration, data-driven tax administration and stricter internal discipline, keeping the overall tax burden at a reasonable level and improving taxpayer compliance.
